Oliver Bell

Oliver has spent over twenty years in the ICT industry. As a software developer in the early stages of his career he built a wide array of applications from medical imaging systems through to mainframe data distribution management tools, later moving onto systems and process design projects within the public sector.rnrnFor a number of years Oliver has maintained a passion for the work that is taking place in the public sector around the delivery of eGovernment systems. His involvement with eGovernment began in the early 1990’s in the United Kingdom, working at senior levels with the UK government on their nationwide eGovernment program. This work has led to a number of policy level debates in areas such as process redesign, technology choice, standards development and standards implementation. Oliver is currently employed by Microsoft Corporation where he has held a number of leadership positions, first in their UK consulting organization, then in the global Public Sector management team and most recently as Regional Technology Officer for Microsoft Asia Pacific. In this most recent position, and in partnership with many senior policy and ICT leaders in the Asia Pacific region, Oliver has been able to establish a very clear understanding of the differing role of ICT and standards in developed and developing economies.
