		<description>Vernon, the combination of ICT standards and prices is very powerful. The smart grid shows that a key role of ICT standards is to support prices and economic incentives to optimize systems and to reduce the use of energy and fossile fuels. Similarly in transportation, ICT standards could enable introduction of fees and taxes on transportation that could re-allocate or reduce emissions. ICT standards and tradable carbon emissions permits could play a similar role in industry. Etc etc. Key here is that ICT standards are typically needed both to enable markets and to allow producers and consumers to adjust their behavior.</description>
